Israel is trying to ethnically cleanse Gaza and the West Bank. On 18 March President of the United States Donald Trump ‘greenlighted’ Netanyahu’s action, breaching his own ceasefire. The ceasefire had been forcefully imposed on Netanyahu on 11 January by Steve Witkoff, Trump’s personal envoy. The circumstances surrounding this decision, and the status of the Arab plan for Gaza agreed at the 4 March meeting of the Arab League, will be discussed in a much longer article, following shortly.
Right now we need to react to current developments.
*Since 2 March Israel has closed all border crossing points and is denying almost all humanitarian relief from entering Gaza.
*On 18 March it restarted its military campaign.
*Finally, Israel’s Prime Minister and Defence Minister have both stated their intention to remove the civilian population from Gaza, and Israeli media report that the current military campaign is designed to facilitate that aim.
Just Security, a forum on law based at the New York University School of Law, believes that these NEW CIRCUMSTANCES DEMAND UPDATED PROVISIONAL MEASURES pending the final decision of the court on the GENOCIDE.
The template for a new letter to the ICJ taken from the Just Security message is provided below for all those minded to continue to put pressure on the court. The letter is written in three points to try specifically a) to halt military operations with a widespread collective impact on Gazans, b) to establish February 2025 as the minimum standard for humanitarian access, and c) to address the new situation of potential deportation not previously addressed.
We thank all those who responded the CALL TO ACTION in our 25 January article. You will have created awareness at the International Court of Justice (ICJ) that the public doesn’t just read and write articles. We inquire, research and intervene, just like states do.
The previous call to action had specifically targeted the problem that Judge Julia Sebutinde’s true opinion in regard to the 26 January provisional measures seeking to prevent further killing in Gaza was concealed when a heavily redacted version was substituted on the ICJ website. This did not reflect her real arguments, which had been based in Zionist doctrine rather than international law.
YOUR LAST INTERVENTION contributed to a decision for early elections for a new president of the ICJ. Human rights lawyer Judge Iwasawa Yuji was elected to the post, so leapfrogging Sebutinde, who held the post of deputy president and risked leading the court. THANK YOU.

Dear ICJ
I am writing in view of the fact that since 2 March Israel has closed all border crossing points and is denying almost all humanitarian relief from entering Gaza, that on 18 March it has restarted its military campaign, and that preparations are being made to deport Gazans.
The Court should indicate provisional measures along the following lines:
- The State of Israel shall immediately halt its current military offensive in Gaza, and refrain from any other action which may kill a substantial part of the Palestinian group in Gaza or inflict on the Palestinian group in Gaza conditions of life that could bring about its physical destruction in whole or in part.
- The State of Israel shall immediately reopen all available border crossing points and ensure the unhindered provision at scale of urgently needed basic services and humanitarian assistance, including food, water, electricity, fuel, shelter, clothing, hygiene and sanitation requirements, as well as medical supplies and medical care to Palestinians throughout Gaza, at a level matching or exceeding that achieved during February 2025.
- The State of Israel shall ensure with immediate effect that its military does not deport or forcibly transfer Palestinians from the Gaza Strip, including by physical force, threat of force, coercion, or taking advantage of a coercive environment, or forcibly displace Palestinians within the Gaza Strip in a way that may involve or could result in the destruction of the Palestinian group in Gaza in whole or in part.
